Sir David Pepper Director GCHQ
David Pepper became Director of GCHQ on Monday 7 April 2003.
David was formerly Director of Policy and Resources at GCHQ from October 2000. He was responsible for strategic and business planning, financial and resource management and procurement; and for policy on foreign relations and support to military operations. He was GCHQ's Principal Finance Officer.
He joined GCHQ in 1972, and has spent most of his career in intelligence production. He joined the GCHQ Board in 1995 as Principal Establishment and Finance Officer. From 1998 to 2000 he worked in the Home Office as Director of Corporate Development, responsible for corporate change management, IT services, and accommodation. He was GCHQ liaison officer with British Forces in Germany from 1980 to 1983, and attended the Royal College of Defence Studies in 1991.
David is a graduate of St John's College Oxford, where he read Physics and took a DPhil in Theoretical Physics. He is married with two sons; his leisure interests include music, reading, walking and cooking.
